The old pattern of CIA-funded research outside of the country (like Dr. Cameron in Canada) is still going strong. I have heard rumors that a new research center for the Institute of Noetic Sciences opening up in Cologne, Germany may be a CIA front, free from nasty human rights and psychiatric patients' rights considerations like in this country.
